Vélib', le vélo en libre-service à Paris

Le maire (PS) de Paris Bertrand Delanoë a inauguré dimanche le système de vélos en libre-service "Vélib", conçu pour transformer les modes de déplacement dans la capitale tout en contribuant à la réduction de la pollution.L'événementM. Delanoë a remis un vélo à la première abonnée de Vélib', avant d'enfourcher lui même un vélo, alors que les 50 premiers abonnés recevaient une bicyclette pour démarrer une "promenade", a constaté un journaliste de l'AFP.
Dans un discours, le maire a souligné que Vélib' répondait notamment à "un problème de santé publique" et participait à l'amélioration de "la qualité de l'air", ainsi qu'à "la préservation de notre patrimoine naturel".
"Nous l'avons tous constaté, maires de grandes villes, dans le domaine des déplacements, la demande suit l'offre. Elargissez l'offre de déplacement alternatifs et les citoyens vont vers (ces moyens)", a-t-il ajouté.
M. Delanoë a souligné que Vélib' avait été conçu "de telle façon à ce que ça ne coûte rien aux Parisiens. Et même, ça rapporte au moins trois millions d'euros par an".
Le marché a été attribué, en échange d'un juteux contrat d'affichage publicitaire, à une filiale du groupe français JCDecaux.
"J'assume d'être un entrepreneur", a lancé M. Delanoë, en soulignant qu'il "faut des sous pour faire des crèches, le tramway, des pistes cyclables".
Il a "rendu hommage" à la société JCDecaux, en présence de Jean-Claude Decaux, fondateur et président du conseil de surveillance, qui "a tenu le défi de le faire en trois mois".
Alors que Vélib' va lancer des milliers de cyclistes supplémentaires dans les rues de la capitale (la municipalité espère au moins 200.000 usagers réguliers d'ici la fin de l'année), M. Delanoë a insisté sur la "sécurité".
Le maire, qui a demandé à la préfecture de police une "tolérance zéro" aux infractions pour les automobilistes, (moto)-cyclistes et piétons, a assumé la critique d'être "trop sévère", insistant sur un triptyque "information, responsabilisation et sanction".
Paris compte 371 km d'aménagements cyclables, deux fois plus qu'en 2001.
Denis Baupin, adjoint Verts chargé des Transports, a précisé à l'AFP que Vélib' comptait déjà 13.000 abonnés. "Ca dépasse ce qu'on imaginait, ça montre bien qu'il y avait vraiment une attente".
Il a reconnu quelques "petits soucis", notamment des cartes d'abonnement qui ne fonctionnaient pas, tout en assurant que "ça a été réglé". Les cartes incriminées ont été changées ou sont en train de l'être, a-t-il assuré.
Vélib' est accessible à partir de 14 ans, moyennant un abonnement d'un euro pour un jour, cinq euros pour 7 jours ou 29 euros pour un an. La première demi-heure d'utilisation est gratuite, les tarifs étant modulés progressivement ensuite en fonction de la durée. Un déplacement à vélo à Paris dure 25 minutes en moyenne.
Dans un premier temps, le réseau disposera de 750 stations et de 10.648 vélos. En fin d'année il doit compter 1.451 stations, une environ tous les 300 mètres, et 20.600 vélos.
Les deux-roues, unisexe, sont de couleur grise, munis d'un panier -mais pas de siège enfant- et assez lourds, pesant 22 kilos.
Une douzaine de militants écologistes, brandissant des drapeaux des Verts, ont été tenus à l'écart de la cérémonie d'inauguration par autant de gendarmes.
